There'er many different rules  on c train some of them  written and some of them unwritten . For example the written rule don't smoke on c train, allowed  to eat or drink on c train but you have to live the train clean , be careful of your doge. Unwritten rule don't talk loudly, give the priority to the elderly and disability. I think it's come's from moral we don't need who enforce us,
